HUGO WILDFLOWER PROGRAM

The Board of the Hugo Neighborhood is excited about the potential this project has for bringing the neighborhood together.  Besides having a lot of fun it views this kind of activity as an indicator of community well-being.  It firmly believes that part of the strength of our Hugo community is social connectedness (social capital) as measured by neighbor's participating in group activities and voluntary organizations.  The Board has not researched the topic, but it believes that social capital causes or is closely correlated with a surprisingly long list of social benefits:  civil and racial tolerance, prosperity, income equality, successful schools, human happiness, mental and physical health, low crime rates, participation in democratic institutions, low suicide rates, functional families, safe and well-raised children, and more-effective governance.

The Hugo wildflower web site will be used to publish wildflower information and photographs approved by the Hugo Wildflower Committee which is acting under the authority of the Hugo Neighborhood Board. Wildflowers will be published by color categories.

The Hugo Wildflower Committee is authorized to review and publish information and photographs of Hugo wildflowers as it deems appropriate. It will develop, as applicable, its own expanded bylaws for accomplishing this objective without review from the Hugo Neighborhood.  The only sideboards are that the expanded bylaws have to conform with the Hugo Neighborhood's constitution and it's general bylaws.
